Quick Answers
Yes, USEPA established the cleanup plan for the site in a 2011 Record of Decision (ROD), and USEPA updated the plan in 2018 when USEPA issued its Explanation of Significant Differences (ESD). USEPA provided a public update on the start of cleanup activities and remedial design work during a 2023 community meeting and presentation and more recently USEPA held a community meeting in June 2026.
USEPA's cleanup plan is designed to safely remove and contain waste at the site while protecting the surrounding community and environment. The plan includes removing liquid wastes and approximately 1,000 drums for disposal at approved off-site facilities, excavating wastes and impacted soil, and placing the remaining solid waste and contaminated soil into a newly constructed, highly engineered containment cell with protective liners and leak-detection systems. The cell will be covered with a protective cap, and there will be long-term groundwater monitoring and land-use restrictions to help ensure the remedy remains protective over time. The USEPA serves as the lead regulatory agency for the Tremont City Barrel Fill cleanup and is responsible for overseeing cleanup activities and making regulatory decisions related to the site. The project also involves coordination and communication among Ohio EPA, local governments, public health agencies, and RESA II to support implementation of the approved cleanup remedy and keep the community informed. Organizations involved in various aspects of the project include the City of Springfield, Clark County, the Clark County Combined Health District, German Township, Ohio EPA, Tremont City, and RESA II. Through ongoing coordination and communication efforts, these organizations help share information, communicate project updates, and support implementation of the approved cleanup remedy. Community members are encouraged to stay informed through USEPA communications and updates provided on this website. Questions submitted through this website may be reviewed by the project team and shared with USEPA, as appropriate. USEPA remains the primary agency responsible for responding to regulatory questions and matters related to site decision-making.
The site is currently in the Remedial Design phase, which is the stage where detailed engineering plans are developed for the cleanup. During this phase, engineers and regulators determine exactly how the remedy will be constructed and implemented. USEPA has approved key design and site monitoring plans, and the parties performing the cleanup have submitted the final remedial design documents, which are currently under USEPA review. Once the final design is approved, the project will move into the Remedial Action phase, when on-site cleanup construction and waste removal activities will begin. USEPA’s schedule of activities can be found under the Process Documents. Although USEPA continues to review the final remedial design documents, USEPA has approved certain preliminary activities that are expected to begin October 12, 2026. These include site road improvements, fence installation, processing building construction, soil sampling, and other activities to prepare for the remediation work.
Cleanup activities will result in some additional truck traffic as waste, equipment, and construction materials are moved to and from the site. The parties performing the cleanup will work to minimize impacts on local roads and will share information about truck routes and schedules as the project moves into construction.
